What is changing, and when
There are three different timelines here and they get mixed up constantly. Here is what actually applies.
Already in force
Expanded polystyrene food containers and cups, plus single use plastic cutlery, plates, straws and stirrers, have been banned across the EU since 2021 under the Single Use Plastics Directive. If you still use any of these, you are already non compliant.
From 12 August 2026 (the PPWR)
This is the deadline that affects most hospitality businesses right now. PFAS, a group of chemicals used to make food packaging grease resistant, is restricted in any packaging that touches food. This includes a lot of paper and board takeaway packaging, wrappers and cups that businesses switched to believing they were the safe option. There is no grace period for old stock. On top of this, you must hold proper documentation, a Declaration of Conformity and technical evidence, proving your packaging meets the rules. A claim from your supplier that something is compliant is not enough on its own. This is where most operators are exposed and do not know it.
From 1 January 2030
A further set of single use plastic formats is banned outright, and design for recyclability and recycled content rules begin. The 2030 format bans include individual portions of sauces, condiments, coffee creamer and sugar served in restaurants and cafés, single use plastic packaging for food and drink eaten on the premises, small hotel toiletry packs, and plastic packaging for fresh fruit and vegetables under 1.5 kg.
